According to the NCC News, citing from the General Department of GIS and SDI, over the past years and following the several rounds of gatherings and brainstorming of ECO members in the field of Geospatial Information Management and establishment of the member countries' SDI, the creation of the joint Service Catalogue of ECO member countries entered the implementation phase as a first step.

On 18 September 2022, through a letter from Pakistan, a two-month project proposal to create and launch a joint service catalog of ECO member countries was received, which can be considered as the first step of launching SDI of ECO member countries.

It is noteworthy that this action was not affected by the results of previous ECO meetings in this field. At the closing statement of the meeting held on 13-15 September 2021 (here); Pakistan announced that Iran and Turkey are more pioneers in the field of NSDI than other member countries and also declared about the necessity of using the experts of two countries in developing the Eco SDI. Despite this, Iran and Turkey have not been involved in the "SDI launching of ECO member countries " formulation of the proposal in Pakistan.

In addition, the representative of the Islamic Republic of Iran, in second part of its presentation at the meeting held on 5-7 July 2022 (here) explained that the ECO member countries to implement their SDI should not directly use the roadmap of advanced countries. Also, for the first step, it is not appropriate to establish the metadata servers, but it is necessary to localize the strategies.

Next, it has explained that the countries with no many Geospatial Information layers on the Web are better to launch Special Services on the Web at first action, especially the WMS type and sharing their services via the Spatial Services. In the compilation of the " SDI launching of ECO member countries " proposal presented by Pakistan, regardless of these cases, similar to a brigade action, it is proposed to cooperate with formatting the standard metadata databases.

Despite the mentioned flaws, since the establishment of the Service Catalog is one of the important steps in the SDI development, it is appropriate to full cooperation with this action. Although, it is not suitable in terms of implementation steps order.
